New Laws have been Invented for Inventors:

It is intended to include therein a minimum reward for innovation and a mechanism for resolving disputes between rightholders

 

The Government and the Parliament are working out a package of changes in the field of intellectual property: inventors may be allowed to implement their achievements if their employers are not engaged in it; the creation of innovations is proposed to be remunerated in the amount not lower than it will be set in the law; patent attorneys who work in the field of innovation may be obliged to get technical education, etc. According to Maxim Oreshkin, the head of the Ministry of Economic Development, from 2015 to 2018 the terms of consideration of patent applications in Russia decreased from 12 to 7.5 months, which is one of the best results in the world. According to Grigory Ivliev, the number of applications for registration of inventions in Russia increased in 2018 – last year 37957 applications were filed, which is 4.1 percent more than in 2017. However, as for international applications, the inventive activity in Russia is decreasing. According to Vladimir Kononov, the Vice-President of the Society and the member of the State Duma Committee on Education and Science, one of the main reasons is the lack of a single body in Russia that is responsible for this segment of the economy. That’s why VOIR proposes to assign Rospatent with a status of a single regulator in this area. Thereat the Office could develop strategic documents, issue regulatory acts and control observance thereof. According to V. Kononov, it would also be logical to create a State Fund of Russian inventions managed by Rospatent, which objective would be creating patent pools to take on foreign markets and achieving significant results in the commercialization of inventive activity.
