The Ministry of Economic Development of the Russian Federation submitted to the Government a draft resolution on the abolition of acts establishing mandatory requirements for the implementation of research and development in the civilian sphere verified by Rospatent in the course of control and supervision activities. The reform of control and oversight activities, which received the informal name of “regulatory guillotine,” presupposes the abolition of all supervisory requirements for business from 2021, which at that time had not been reviewed and updated. In accordance with the mechanisms of the “regulatory guillotine”, all requirements for entrepreneurs will be entered into the public register and reviewed for validity at least once every five years.
